this is my guess, and i could be wrong, but here it is anyway. The inner pipe is not really contracting/expanding, therefore, if you crank down the tbolt clamp on the connector to the pipe, the connector doesnt have a chance to expand/contract against the metal pipe underneath it that stays consistent. I would say those clamps are for applications where both the inner and outer hoses are expanding/contracting by 1/8 or 1/4 inch.
